On September 7th, 2024, the Global Energy Transition Conference opened in Beijing. At the meeting, Minister of Ecology and Environment Huang Runqiu stated that the national carbon emission trading market is about to undergo significant expansion, and key emission industries such as steel, cement, and aluminum smelting will be included by the end of this year.

Subsequently, on September 9th, the Ministry of Ecology and Environment officially released the "Work Plan for the National Carbon Emission Trading Market to Cover the Cement, Steel, and Electrolytic Aluminum Industries (Draft for Comments)", clarifying the specific timetable and roadmap for including these three high energy consuming industries in the national carbon emission trading market from 2024 onwards.
