The core content is the "combination" strategy, which includes "four cancellations", "four reductions", and "two increases". Among them, the "two increases" - the renovation of millions of urban villages and dilapidated houses, and the increase in the credit scale of "whitelist" projects to 4 trillion yuan (aimed at ensuring project delivery), directly indicate the launch of a large number of construction activities.
These newly added construction and renovation projects are inevitably accompanied by the generation of a large amount of construction waste during the implementation process. Therefore, the "two increases" not only injected new vitality into the real estate market, but also indirectly promoted the new prosperity of the construction waste disposal market.
In addition to being influenced by the real estate market, the construction waste market has also been constantly moving in recent months.
1. Intensive release of construction waste policies

Recently, various construction waste related policies have been frequently introduced across the country, with the core goal of standardizing construction waste management, strengthening governance and resource utilization, and promoting the reduction and resource utilization of construction waste. These policies provide strong support and guidance for the healthy development of the construction waste industry.
2. Frequent release of construction waste projects
On October 8th, the bidding for the construction waste resource utilization and disposal project in Miyun District, Beijing. The project budget is 105.6 million yuan and the service period is 3 years.
On September 29th, the bidding for the franchise project of collaborative disposal of construction and decoration waste resources in Dongfang City, Hainan Province. The project budget is approximately 160 million yuan, with a total design to handle 1 million tons/year of construction waste (including decoration waste and large waste), and a project period of 41 years.
On the same day, the franchisee of the construction waste resource utilization project of the Circular Economy Industrial Park (Phase II) in Dachang County, Hebei Province, tendered. The project has an annual processing capacity of 70000 tons of construction waste, implemented through BOT mode, with user payment and a franchise period of 30 years.

The frequent release of construction waste treatment projects indicates a sustained strong market demand, indicating broad development prospects and numerous market opportunities for the construction waste treatment industry.
3. Construction waste projects are gradually being put into use
On September 29th, the construction and decoration waste resource utilization project in Deyang City started trial operation. The total investment of this project is 239 million yuan, with an annual disposal capacity of 300000 tons of construction waste and 150000 tons of decoration waste. It is expected to produce 289000 tons of recycled aggregates, 72 million standard bricks, and 50000 tons of water stable materials annually.
On September 15th, the first construction waste disposal site in Ezhou City, the Echeng District Construction Waste Disposal Site, was officially completed and put into operation. The total investment of this project is 100 million yuan, capable of processing over 3000 tons of construction waste, over 1000 tons of decoration waste, and over 200 tons of large waste per day. The disposal and utilization rate of recycled construction, decoration, and large waste can reach over 90%.
On August 7th, the Helan City Construction Waste Solid Waste Recycling Project was fully put into operation. The total investment of this project is 105 million yuan, which can dispose of 1 million tons of construction waste annually, produce 500000 tons of recycled aggregates and 100000 cubic meters of concrete products. The resource utilization rate reaches over 95%, and the annual output value can reach more than 78 million yuan.

The operation of construction waste disposal projects not only demonstrates the high attention of local governments and enterprises to the resource utilization of construction waste, but also further verifies that the construction waste treatment industry is entering a period of rapid development, and market vitality and potential are constantly being released.
4. High incidence of construction waste violations
In June, the central ecological and environmental protection inspection unprecedentedly reported seven typical cases of illegal dumping and disposal of construction waste involving Shanghai, Zhejiang and other provinces and cities.
Subsequently, inspection teams from provinces such as Guangdong, Shaanxi, and Sichuan also publicly announced that Zhuhai's overall planning was unfavorable, and a plan for preventing and controlling construction waste pollution had not yet been issued. The only land-based construction waste disposal site had a remaining storage capacity of only 200 cubic meters. The amount of construction waste generated in Baoji City in 2022 and 2023 is approximately 2.43 million tons and 1.79 million tons, respectively. The actual processing capacity that year was approximately 510000 tons and 400000 tons, respectively. The whereabouts of a large amount of construction waste are unknown. Only one construction waste resource utilization enterprise has been built and operated in Yan'an City, with a city wide resource utilization rate of only 8.31%. Jialing District of Nanchong City arbitrarily reduced the construction scale by changing the "city level project" with a disposal capacity of 1 million tons per year to a "certain company project" with a disposal capacity of 600000 tons per year. After completion, the actual processing capacity was less than 200000 tons per year.

Overall, the field of construction waste management is facing multiple challenges, including a lack of comprehensive planning, severe shortage of disposal facilities, lax supervision leading to frequent mixing and dumping, lagging construction of resource utilization facilities, and utilization rates far below standards. These issues not only hinder the effective management of construction waste, but also constrain the process of resource recycling and ecological environment protection.
